It is 2012 in Beika city, Tokyo, Japan, an overzealous Sherlock Holmes and Arsène Lupin inspired city where mundane life and the mysterious entwine. In this city, private investigators and police officers flourish with the high homicide and theft rates. Meanwhile, its average citizens enjoy everyday life as they focus on work, education, their families and building relationships, all while trying to conceal their own secrets that are just waiting to be revealed.
However, unbeknownst to its Japan’s citizens and government, an organization that has remained unexposed for presumably more than half a century controls the country’s criminal empire with an iron fist. From the contract killings and assassinations, blackmailing, robberies and fundraising for its private (and illegal) scientific research, the organization’s members consist of the world’s most skilled criminals – and this world’s very own version of Professor Moriarty.
Although the organization has remained unexposed to the public and law enforcement, America’s own FBI and CIA had somehow managed to discover the organization over twenty years ago. The hostility between the two agencies and the organization has increased overtime, not only due to the agencies own failures in their attempts to takedown and infiltrate the organization, but also due to the organization’s increased intelligence and determination to remain unexposed.
